The Riddle of the Stolen Hour: A Meditation on Daylight Saving Time
There is a question that has quietly haunted the modern world for over a century, though most of us encounter it only twice a year, in the groggy confusion of a Sunday morning: Who decided we should rearrange time itself—and why have we never stopped?
The answer, it turns out, is far stranger than any single architect or rationale. It is a story of satirists and entomologists, of wartime desperation and peacetime chaos, and of a policy whose original justification has largely evaporated—yet which persists, year after year, as though animated by some force independent of reason. To trace its genealogy is to discover that Daylight Saving Time was never the product of a coherent vision. It was, from its inception, an improvisation.
I. Origins in Jest and Obscurity
The earliest recorded articulation of the daylight-adjustment concept belongs, improbably, to Benjamin Franklin. Writing in 1784 as the American envoy to Paris, Franklin composed a satirical mémoire proposing that the city's inhabitants might economize on tallow and wax by the simple expedient of rising with the sun. The essay was droll, deliberately absurd in its calculations, and plainly not intended as legislative counsel. Yet embedded within the jest lay a deceptively potent premise: that civil society's temporal conventions need not be immutable—that clocks, in short, could be made to serve human purposes rather than dictate them.
More than a century elapsed before anyone took up this premise in earnest. In 1895, a New Zealand entomologist named George Vernon Hudson—motivated not by grand economic theory but by the prosaic desire for additional post-meridian hours in which to collect insects—formally proposed a seasonal advancement of the clock. His paper garnered modest scholarly attention and virtually no political traction. A parallel campaign mounted shortly thereafter by the British builder William Willett, who characterized unused morning sunlight as "a vast national waste," proved equally unavailing during his lifetime. Willett died in 1915, his advocacy unfulfilled.
One might reasonably conclude at this juncture that the idea was destined for the footnotes of intellectual history—a curiosity entertained by eccentrics and politely declined by the body politic.
II. The Crucible of War
And so it would have remained, were it not for a catastrophe that rendered every marginal efficiency suddenly urgent. The First World War, with its voracious demand for coal to fuel both industry and illumination, accomplished what decades of genteel persuasion could not. In 1916, Germany and its allies became the first nations to institute daylight saving time as a wartime conservation measure. The policy propagated swiftly across belligerent Europe, and the United States followed in 1918 under the Standard Time Act.
Here, however, arrives the first of the story's reversals. One might expect that a measure born of existential necessity—adopted under the duress of global conflict—would be discarded the moment that necessity abated. And indeed, in many jurisdictions, it was. Farmer associations protested vociferously, arguing that agricultural labor bore no rational relationship to the position of clock hands. The general public, bewildered by the semiannual disruption, largely concurred. DST was widely abandoned in the interwar period.
Yet the policy refused to die. The Second World War resurrected it with even greater force: the United States observed year-round "War Time" from 1942 to 1945, eliminating the biannual transition entirely. When peace returned, the federal government, in a characteristic act of administrative ambivalence, devolved the question to local jurisdictions. The ensuing disorder was remarkable. Adjacent municipalities sometimes operated on different temporal standards; interstate transportation schedules devolved into byzantine puzzles of conflicting timetables.
III. The Illusion of Resolution
Congress intervened in 1966 with the Uniform Time Act, which imposed standardized start and end dates upon those states electing to observe DST, while preserving the right of individual states to abstain altogether—an option exercised, in due course, by Arizona (with the notable exception of the Navajo Nation) and Hawaii. The legislation was widely regarded as a definitive settlement of the matter.
It was not. The Energy Policy Act of 2005 extended DST by several weeks, effective from 2007 onward. Under the revised framework, clocks advance on the second Sunday of March and revert on the first Sunday of November. Proponents contended that the extension would yield meaningful reductions in energy consumption and furnish additional evening daylight for commercial and recreational purposes. Subsequent empirical investigation, however, has produced equivocal results at best. Some studies have documented marginal energy savings; others have found negligible or even paradoxical increases in consumption, attributable to augmented use of air conditioning during extended evening hours.
This is the story's second reversal, and perhaps its more disquieting one. For if the energy rationale—the ostensible raison d'être of daylight saving time since 1916—has proven empirically dubious, then the practice persists not because of its demonstrated utility but because of something more elusive: institutional inertia, commercial preference for light-filled evenings, or simply the gravitational pull of established habit.
IV. The Body's Dissent
In recent years, a new and formidable body of evidence has entered the discourse—not from economics or energy science, but from chronobiology and sleep medicine. Researchers have demonstrated with increasing precision that the abrupt clock transitions associated with DST impose measurable physiological costs. The spring advancement, in particular, has been correlated with transient elevations in cardiovascular events, vehicular accidents, and workplace injuries, phenomena attributable to the disruption of circadian rhythms that govern hormonal secretion, core body temperature, and cognitive alertness. The autumn reversion, though popularly celebrated as a "gained" hour, carries its own perturbations, including increased rates of depressive symptomatology coincident with the sudden curtailment of evening light.
These findings have catalyzed a wave of legislative proposals across numerous U.S. states seeking to adopt permanent daylight saving time, thereby eliminating the biannual transition altogether. Yet federal statute, as currently constituted, prohibits states from maintaining DST year-round without explicit congressional authorization—an authorization that has been perennially discussed and never enacted.
V. The Riddle Resolved—or Merely Restated
And so, for now, the ritual endures. In 2026, Americans will advance their clocks by one hour on Sunday, March 8, inaugurating another season of elongated evenings and abbreviated mornings. On Sunday, November 1, the clocks will retreat, and the cycle will recommence.
The question posed at the outset—who decided, and why have we never stopped?—admits, it turns out, no single answer. Daylight Saving Time was not designed; it accreted. It was born of satire, refined by entomologists, forged in the exigency of industrial warfare, abandoned, revived, standardized, extended, and now challenged on grounds its originators could scarcely have imagined. Its persistence owes less to any rational consensus than to the peculiar tenacity of institutional arrangements that, once established, acquire a momentum indistinguishable from inevitability.
Perhaps the deepest irony is this: a policy conceived to bring human schedules into closer alignment with the natural world has, over the course of a century, become one of the clearest illustrations of how far those schedules have drifted from it. The sun, after all, keeps its own time. It is only we who insist on rearranging the clocks.
